Senate Democrats said that they had clinched the votes neededon Saturday to propel major health care legislation to thefloor for weeks of full debate and amendments, as themajority party's two last hold-outs, Senators Mary L.Landrieu of Louisiana and Blanche Lincoln of Arkansas, saidthat they would not block consideration of President Obama'stop domestic initiative.
