'Change' Congressional Democrats Can't Even Believe In

Congressional Democrats are not going to do a budget this year for the fiscal year starting 1 October but now they have put tax increases for the middle class back in the discussion? Why no budget? Are they afraid the American voters will see how large of deficit is planned and how they have not cut the budget?
